I'm buying my photography studio but the problem is I am on a budget.
I have considered buying some cheap strobe/flash kits from ebay :

but I also have been told not to get cheap strobes because I will regret it.
Do I go ahead and buying the strobe kit from ebay?
If not, can you recommend any alternatives please?

The kit you have chosen is actually better than most ebay kits. The key to that one is that the flash tubes (bulbs) aren't going to be user replaceable with out disassembling the light and having to solder a new bulb in. So, they are essentially disposable. When the flash tube is done-they're done. For disposable? That's a pretty cheap setup, I wouldn't cry if I had to throw one away.
Quality is definitely not the greatest, but it will work far better than most ebay kits out there. It does have a better wattage than most. The stands will be a pretty cheap, not so sturdy stand, but you can combat that by weighting the bottom of the stand with sand bags-if you are photographing humans or animals in studio you should do it anyway.
The softboxes won't fit a standard strobe when you upgrade to better equipment. But then they aren't exactly expensive ones, nor are they high quality materials that you will hurt if you have to upgrade down the road. Neither will the barndoors. The gels may be able to be rigged onto another setup. I have rigged crappier things in my day!
Are you wanting this to last a very long time or is this a stop-gap measure as you gain the funding to purchase better units? If you aren't expecting this to last you more than a year or so at best it's a pretty good price.
In general you get what you pay for in lighting equipment and that is damn cheap for what it has in it.
Personally? I would choose to go with one light at a time and purchase good lights that way rather than 3 lights all at once like that and getting materials I have to replace later. However, if you have a need for all 3 now? You gotta do what you gotta do.

they aren't top of the line strobes, but they were amazingly well rated by ShutterBug Magazine. I have one of them that I use with my white lightning setup and it simply blew me away the quality that it produces for so cheap.
It's not as much wattage as the other kit you were looking for, but a much more durable, long lasting strobe. Bulbs are user changeable. The wattage is enough to light up an average family for a portrait. I'd want to eventually add 2 higher wattage strobes into my kit if I were you, but that will get you something that will be with you for a long time instead of being disposable. I know that Adorama ships to the UK.
