What I infer is that only the filament can decompose the gas, liberating the halogen and leaving the tungsten metal behind, on the filament. Which makes sense with what you were saying: the glass/quartz is hot enough to prevent the deposition of WO2I2 on the surface but not enough to decompose the compound.
